John Ging back from Mali

United Nations, November 14 2014 – John Ging a top humanitarian official today  said that Mali is “at a crossroads,” not just from a humanitarian and development standpoint, but also politically, as “it has tragically seen an escalation in conflict in recent months.”

The Operations Director for the Office of the Coordination of Humanitarian Affairs (OCHA), John Ging, told reporters in New York that during his recent trip to Mali he met with representatives from the UN mission (MINUSMA) and “understood the challenges that they are facing, having lost 31 peacekeepers over the past year, twenty of them in the last two months.”

Ging said “whatever we might do as humanitarians, whatever others might try to do in the meantime, it will never be adequate because you can’t build the potential in the midst of a conflict.”

He said the Malian government should exercise “wise leadership now, to have the courage to do the things that are needed to break this cycle that this country has been caught on for far too long.”

The humanitarian official acknowledged that “Mali is most definitely not at the centre stage of global attention when it comes to fundraising” but stressed that “it’s incredibly important that Mali get the funding that it’s needed, because unlike some other protracted crises, the takeaway we had from Mali is that it is most definitely not a hopeless case in spite of the numerous challenges that if faces, and yet funding is a key here to mobilise a positive dynamic.”

She said “UNICEF and WHO are sending out rapid response teams and repositioning supplies and the main objective in Mali is to contain the current cases and also to assess the extent of the transmission.”

Despite initial security improvements in 2013, the situation in Northern Mali has deteriorated since the beginning of this year. An increase in incidents involving improvised explosive devices, mostly targeting Malian and international security forces, has impeded the return to normalcy and resumption of economic and development activities.

The well known actress Mia Farrow, who is an activist and is a UNICEF Goodwill Ambassador, said that throughout her latest stay to the Central African Republic earlier this month, she had “no doubt” about the cultural and ethnic cleaning that took place in the town of Bossangoa.
While she was talking to correspondents in United Nations Headquarters, she pointed out “by the time I came back in June or early July the entire town of Bossangoa -virtually all Muslims- it had been cleansed of the entire Muslim population.” This month Mia Farrow did her fourth visit to the CAR, where she saw the complete influence of extreme violence and met people with stories of inspirational courage and bravery.

The malnutrition rates are high and the number of children associated with armed groups could be as high as 10,000, according to the Ministry of Disarmament, Demobilization and Reintegration. Every one in three children who were enrolled in the last school year did not go back to school this year.

Right now, more than 2.3 million of children are suffering the full consequences of this crisis that is shocking the country. All the children have been directly targeted and are under constant attack. On average, at least one child has been mutilated, injured or killed in conflicts or battles every day in the past six months.
She was asked about the impact of the troops on the field, and she said “where I saw the troops in action they absolutely made it better. There aren’t enough of them and they can’t cover enough ground and there is information throughout the country, but what I saw in Boda absolutely made a difference. It’s hard to say how many tens of thousands of people would be dead –in my view- had they not been there.” This is a huge answer that will lead to a next step of troops in the fields of Bossangoa.
When she was asked about what was her wish for the United Nations to do, Farrow answered “I see a troubled world. You know, what do we wish for the United Nations? I think we all wish the same thing. There is no need to go into it. I don’t wanna be taken away from the focus on Central African Republic. Little enough this ten minutes for Central African Republic. Can we have a better and more effective United Nations? Yes.”
At the end of the conferences, she highlighted “If everyone passed through this portals left their ego behind and really were here to serve the most vulnerable people on Earth, we’ll see something better for all people; and don’t we wish for that –you know- for all people?”
Across the whole country and in most of Africa, UNICEF has provided over 43,000 students with school supplies and set up temporary learning spaces for 24,000 children since the beginning of the year. UNICEF is also improving health services, including by distributing insecticide treated mosquito nets, providing safe drinking water, offering HIV counselling to pregnant women and vaccinating children against polio and measles.
This year, since January, more than 10,000 children under the age of five received treatment for severe malnutrition. After over two years of violence, growing needs and limited funding, more support is urgently needed to save children’s lives.

Secretary-General ban Ki-moon spokesperson Martin Nesirky Late October told journalists that the United Nations had received assurances from the United States government that “United Nations communications are not and will not be monitored.”

When asked about press reports about alleged monitoring, Nesirki quipped that “there are two ways to deal with this” and then held up a sign that read “No Comment.”

The United Nations General Assembly today elected Chad, Chile, Lithuania, Nigeria and Saudi Arabia to serve as new non permanent members of the Security Council for two-year terms beginning on 1 January 2014.
